Intinews | Menteri Dalam Negeri, M. Tito Karnavian, kembali menerbitkan instruksi terbaru tentang pemberlakuan pembatasan kegiatan masyarakat (PPKM) untuk wilayah Jawa dan Bali, melalui Instruksi Menteri Dalam Negeri (Inmendagri) Nomor 57/2021.
Regulasi tersebut untuk menindaklanjuti arahan Presiden Republik Indonesia yang menginstruksikan agar melaksanakan PPKM level 3, 2, dan 1 COVID-19 di wilayah Jawa dan Bali.
“Sesuai dengan kriteria level situasi pandemi berdasarkan asesmen dan untuk melengkapi pelaksanaan PPKM yang mengoptimalkan Posko Penanganan COVID-19 di tingkat desa dan kelurahan guna pengendalian penyebaran COVID 19,” ujar Tito, pada Senin (1/11/2021).
Pada instruksi pertama untuk gubernur di Jawa-Bali, mengatur sejumlah daerah, yakni kabupaten dan kota dengan zona level 1 sampai level 3.
Instruksi kedua, yakni penetapan level wilayah berpedoman pada indikator penyesuaian upaya kesehatan masyarakat dan pembatasan sosial dalam penanggulangan pandemi COVID-19 yang ditetapkan oleh Menteri Kesehatan (Menkes) ditambahkan dengan indikator capaian total vaksinasi dosis 1 dan vaksinasi dosis 1 lanjut usia di atas 60 tahun dari target vaksinasi dengan ketentuan.
Penurunan level kabupaten dan kota dari level 3 menjadi level 2, dengan indikator capaian total vaksinasi dosis 1 minimal sebesar 50 persen dan capaian vaksinasi dosis 1 lanjut usia di atas 60 tahun minimal sebesar 40 persen.
Sementara dari level 2 menjadi level 1, dengan capaian total vaksinasi dosis 1 minimal sebesar 70 persen dan capaian vaksinasi dosis 1 lanjut usia di atas 60 tahun minimal sebesar 60 persen.
Berdasarkan level tersebut, Inmendagri mengatur penyesuaian pembatasan kegiatan masyarakat, di antaranya seperti soal kegiatan belajar mengajar. Daerah dengan level 3, 2, dan 1 pelaksanaan pembelajaran di satuan pendidikan dapat dilakukan melalui pembelajaran tatap muka terbatas dan/atau pembelajaran jarak jauh.
Kapasitas maksimal
Berdasarkan keputusan bersama menteri, maka bagi satuan pendidikan yang melaksanakan pembelajaran tatap muka terbatas dilaksanakan dengan kapasitas maksimal 50 persen.
Kecuali untuk SDLB, MILB, SMPLB, SMALB, dan MALB maksimal 62-100 persen dengan menjaga jarak minimal 1,5 meter. Kemudian, PAUD maksimal 33 persen dengan menjaga jarak minimal 1,5 meter dan maksimal 5 peserta didik per kelas.
Kemudian, untuk pelaksanaan kegiatan sektor nonesensial untuk daerah level 3 diberlakukan 25 persen WFO atau bekerja dari rumah bagi pegawai yang sudah divaksin dan wajib menggunakan aplikasi PeduliLindungi pada pintu akses masuk dan keluar tempat kerja.
Daerah level 2 pelaksanaan kegiatan pada sektor nonesensial diberlakukan 50 persen dan daerah level 1 bisa memberlakukan 75 persen WFO.
Untuk supermarket, hypermarket, pasar tradisional, toko kelontong, dan pasar swalayan di daerah level 3 yang menjual kebutuhan sehari-hari dibatasi jam operasional sampai dengan pukul 21.00 waktu setempat dengan kapasitas pengunjung 50 persen.
Selanjutnya daerah dengan level 2 bisa beroperasi dengan kapasitas pengunjung 75 persen dan daerah level 1 dengan ketentuan 100 persen. Supermarket, dan hypermarket wajib menggunakan aplikasi PeduliLindungi yang sudah dimulai sejak tanggal 14 September 2021.
Tempat ibadah masjid, musala, gereja, pura, vihara, klenteng, dan tempat lainnya yang difungsikan sebagai tempat ibadah dapat mengadakan kegiatan peribadatan keagamaan berjemaah.
Dengan ketentuan, selama masa penerapan PPKM level 3 dengan maksimal 50 persen kapasitas atau 50 orang dengan menerapkan protokol kesehatan secara lebih ketat dengan memperhatikan ketentuan teknis dari Kementerian Agama. Sementara untuk daerah yang menerapkan PPKM level 2, dengan maksimal 75 persen kapasitas atau 75 orang. Kemudian daerah dengan level 1 bisa menerapkan kondisi maksimal 75 persen kapasitas dengan protokol kesehatan secara lebih ketat.
Berikutnya, untuk perjalanan daerah dengan level 3, 2, dan 1 sama-sama menerapkan ketentuan menunjukkan kartu vaksin dan menunjukkan antigen (H-1).
Bagi pelaku perjalanan yang sudah divaksin 2 kali atau PCR (H-3) bagi pelaku perjalanan yang baru divaksin 1 kali untuk moda transportasi pesawat udara yang masuk/keluar wilayah Jawa dan Bali.
Menunjukkan antigen (H-1) bagi pelaku perjalanan yang sudah divaksin 2 kali atau PCR (H-3) bagi pelaku perjalanan yang baru divaksin 1 kali untuk moda transportasi pesawat udara antarwilayah Jawa dan Bali.
Menunjukkan antigen (H-1) untuk moda transportasi mobil pribadi, sepeda motor, bus, kereta api, dan kapal laut.
Selanjutnya, ketentuan pelaksanaan resepsi pernikahan pada daerah level 3 dapat diadakan dengan maksimal 25 persen kapasitas ruangan dan tidak mengadakan makan di tempat dan status level 2, ketentuan pelaksanaan resepsi pernikahan dapat diadakan dengan maksimal 50 persen, sementara di level 1 bisa dengan maksimal 75 persen kapasitas ruangan.
Inmendagri 57/2021 juga mengatur pembatasan pintu masuk perjalanan penumpang internasional. Ketentuannya pintu masuk udara hanya melalui Bandar Udara Soekarno Hatta, Ngurah Rai, Hang Nadim, Raja Haji Fisabilillah, dan Sam Ratulangi.
Kemudian untuk pintu masuk lewat transportasi laut di Provinsi Bali dan Provinsi Kepulauan Riau dapat menggunakan kapal pesiar (cruise) dan kapal layar (yacht). Pengaturan tentang pelaksanaan ketentuan sebagaimana dimaksud dan pada masa transisi akan diatur lebih lanjut oleh Kementerian Perhubungan, Satuan Tugas COVID-19, dan kementerian lembaga terkait.
Instruksi Menteri 57/2021 ini mulai berlaku pada Selasa 2 November sampai dengan 15 November 2021.
