Intinews | Ketua DPRD Provinsi Sumatera Selatan, Hj RA Anita Noeringhati SH MH dalam Rapat Koordinasi Pembentukan Regulasi Daerah dan Penandatanganan Nota Kesepahaman Bersama (MoU) antara Gubernur, Bupati, Walikota, dan Ketua DPRD se-Provinsi Sumatera Selatan mengatakan, bahwa pembentukan peraturan perundang-undangan yang harmonis dan terintegrasi diperlukan untuk mendukung pembangunan nasional secara umum.
“Keberadaan Kanwil Kementerian Hukum Dan Hak Asasi Manusia (Kemenkumham) Sumsel melalui Perancang Peraturan Perundang-undangan bukan mengambil alih tugas dan fungsi, melainkan sebagai guiden, sehingga dapat menjadi pendamping pada setiap pembentukan peraturan perundang-undangan agar tidak terjadi tumpeng tindih, serta berpotensi terjadi pembatalan,” ungkapnya, Selasa (21/2/2023).
Anita berharap pelaksanaan nota kesepahaman ini dapat menguatkan komitmen dan sinergitas untuk mengimplementasikan seluruh kerja sama. Kegiatan ini sangat membantu Pemerintah Daerah menata regulasi yang sesuai dengan pancasila.
“Saya sangat berharap kerja sama ini tidak hanya dibatasi dalam bidang pembentukan produk hukum saja, namun termasuk di bidang lainnya juga yang sesuai dengan tusi Kanwil Kemenkumham, seperti Bidang Keimigrasian, Pemasyarakatan, KI, dan HAM,” lanjutnya
Sementara itu Kepala Kanwil Kemenkumham Sumsel Dr Ilham Djaya yang mebuka kegiatan tersebut menjelaskan, kegiatan Penandatanganan Nota Kesepahaman Bersama ini akan melibatkan Gubernur Sumsel, Ketua DPRD Provinsi Sumsel, Bupati/Walikota se-Sumsel, dan Ketua DPRD Kabupaten/Kota se-Sumsel.
“Kegiatan ini dapat dijadikan sarana untuk mewujudkan sinergitas antara pemangku kepentingan dalam pembentukan produk hukum daerah di Provinsi Sumatera Selatan,” jelas Kakanwil.
“Sehingga dalam pelaksanaannya, dapat menghasilkan produk hukum daerah yang taat asas, tidak bertentangan dengan kepentingan umum, dan sesuai dengan sistem hukum nasional Negara Republik Indonesia,” lanjut Kakanwil.
Dalam kegiatan tersebut, Deputi Bidang Hukum, Advokasi, dan Pengawasan Regulasi Badan Pembinaan Ideologi Pancasila (BPIP), Kemas Akhmad Tajud turut menyampaikan sambutannya terkait.
Beliau menyampaikan bahwa BPIP berperan melakukan evaluasi, mengeluarkan rekomendasi, revisi hingga pencabutan terhadap perda/perkada yang dianggap tidak sesuai dengan nilai Pancasila, bisa juga dicabut karena bertentangan dengan nilai Pancasila.
“BPIP lebih fokus pada penyelarasan perda terkait nilai Pancasila, sedangkan Kemenkumham melakukan harmonisasi dalam 10 dimensi harmonisasi, sehingga BPIP akan bersinergi dalam hal ini,” ungkapnya.
Pada kesempatan yang sama, Ketua DPRD Provinsi Sumatera Selatan, Hj RA Anita Noeringhati SH MH mengatakan, bahwa pembentukan peraturan perundang-undangan yang harmonis dan terintegrasi diperlukan untuk mendukung pembangunan nasional secara umum.

Selanjutnya, Wakil Gubernur Sumatera Selatan menyampaikan sambutan dan membuka secara langsung kegiatan. Wagub menyampaikan bahwa pelaksanaan kegiatan ini dinilai sangat penting karena menyangkut hajat hidup banyak orang melalui regulasi.
“Kegiatan ini sangat tepat untuk menuju ke depan meluruskan regulasi yang benar, yang tujuannya tidak lain dan tidak bukan untuk kepentingan bangsa dan negara” ungkap Wagub Mawardi Yahya.
“Saya berharap seluruh pejabat terkait mengikuti kegiatan ini dengan serius, agar kedepannya regulasi daerah yang dibentuk dapat memberikan manfaat dan menjamin rasa keadilan untuk pembangunan hukum di Provinsi Sumatera Selatan,” lanjut Wagub Sumsel.
Adapun ruang lingkup nota kesepakatan tersebut meliputi penyusunan perencanaan hukum produk hukum daerah penyusunan naskah akademik, program pembentukan peraturan daerah dan pembahasan rancangan peraturan daerah serta rancangan peraturan kepala daerah, kemudian pengharmonisasian, pembulatan dan pemantapan konsepsi rancangan peraturan daerah dan rancangan peraturan kepala daerah.
Lalu penerapan hukum, pelayanan hukum umum, peningkatan pemahaman hak kekayaan intelektual, pembinaan, pendaftaran, inventarisasi hak kekayaan intelektual komunal dan penegakan hukum hak kekayaan intelektual, pembinaan hukum dan hak asasi manusia, pelaksanaan sosialisasi dan pendataan/inventarisasi status kewarganegaraan masyarakat, peningkatan dan pemantapan sistem jaringan dokumentasi dan informasi hukum, pembinaan kriteria kota peduli hak asasi manusia yaitu hak hidup, hak mengembangkan diri, hak atas kesejahteraan, hak atas rasa aman dan hak perempuan, dan pemberian bantuan hukum kepada warga miskin dan kelompok masyarakat miskin melalui lembaga bantuan hukum yang telah terakreditasi.
